"NOTE: Most work requires both Borough zoning and State building
Applications. Since State forms are multi-copy, they cannot be placed
on this website, they must be picked up at the Borough office. The zoning
application cannot be processed without the required State forms."
Generally, zoning and building permits are required for change of use
or prior to following construction activity such as rebuilding, moving,
enlarging, or physically altering a building or other structure, including
but not limited to:
Major remodeling
Changes to roofline
Additions including garages/carports
Fencing
Sign
Porch
Deck or patio (if elevated)
Swimming pool
Storage building
New electrical and plumbing
Demolition
Maintenance activities, minor repairs or alterations that do not affect the
basic structure of an existing building or increase the lot area coverage
such as new siding, painting, re-roofing, landscaping, replacement doors
or windows do not require a permit.

Residential Sewer Back-up
While the Borough of Beaver will do everything reasonable to maintain
sewer lines throughout the area, the Borough is generally not responsible
for the backup of water or wastewater into residences. Under the Governmental
Immunity Statute, the Borough is not liable for damages from sewer backup
whether or not caused by blockages in the municipal system. Customers
are cautioned that it is possible such backups may occur from time to
time; and, residents are advised to install a back flow prevention device
to protect their personal property. Customers are further advised that
homeowners insurance does not normally cover such a loss, but that additional
coverage may be purchased to provide financial protection resulting from
backup of water/wastewater.
Sidewalk Rules
All Borough residents are responsible for keeping their sidewalks free of grass, weeds, snow, ice and any obstructions or dangerous conditions. Residents should contact the Borough Office at 724-773-6700 with any questions regarding rules governing the use and maintenance of curbs and sidewalks.
Christmas Tree Removal
The Beaver Borough will collect Christmas trees in January and February. Residents must remove all ornaments and lights and place the tree by the curb in front of their house.
Tax Collector
All employed residents of the Borough of Beaver are subject to a 1% quarterly
tax on gross earnings, paid to the Beaver Area School District and Beaver
Borough at 1/2% each. If you are employed within Beaver, your employer
must withhold the tax from your regular pay. The Earned Income Tax Collector
for Beaver is The Central Tax Bureau 724-752-3350.
Property Maintenance
The Borough of Beaver takes great pride in its clean, well-kept, and inviting appearance. All property owners are encouraged to keep their homes and property properly maintained (i.e., hedges trimmed, grass cut, no outside storage of building materials, etc.).

Spring Cleanup
The Borough holds an annual Spring Cleanup day in May. Check the
website newsletter or call the Borough Office at 724-773-6700 for the
specific time and date.
Recycling
Beaver is an environmentally friendly town. All residents are expected to take part in the town’s recycling program. Recycling pick-up dates are as follows:

First Monday of each month – from River Road to the south side of 3rd Street

Second Monday of each month – from the north side of 3rd Street to 7th Street (Except Christmas and New Year’s Day – picked up next business day).
Street Parking
Liberal signage indicates when parking on certain street sides is prohibited in order to conduct an effective weekly street sweeping and snow removal program. Snow removal generally occurs with three or more inches of new snow, plowing the main streets first, followed by the secondary streets, then alleys.
Yard Waste Disposal
The Borough of Beaver offers its residents a yard waste disposal facility along the Ohio River. This facility is for the disposal of yard wastes only such as grass, weeds and branches. The access road to the facility is located at the corner of Beaver Street and River Road. Residents wishing to use the facility must purchase an annual dumping permit at the Borough Building for $10. Facility is available to residents only - no contractors.
Pets and Licenses
The Borough of Beaver requires that all dog owners acquire licenses for their pets, available at the Beaver County Courthouse, 800 3rd Street, in the Treasurer's Office (724-728-5700, ext. 11226).
Dogs must be kept on a leash or within a fenced-in yard while outside. While walking your pet in the Borough, it is your responsibility to clean up any droppings. Violators will be subject to a fine of $300.

To register to vote in Beaver Borough, contact the Beaver County Courthouse, 800 3rd Street, in the Bureau of Election office (724-728-5700, ext. 11214).
